South Sudanese authorities have handed over 13 Ugandans who were allegedly abducted in retaliation for the arrest of South Sudanese Chief Ernesto Tumia, accused of fueling land conflicts. Tumia, along with South Sudanese soldiers, had been involved in land allocation in Uganda.
