SFC Commander Hails President Museveni’s Role in Transforming UPDF as 52 Officers Retire

The Commander of the Special Forces Command (SFC), Maj. Gen. David Mugisha, has lauded President Yoweri Kaguta Museveni for his visionary and transformative leadership, which he credited for evolving the Uganda People’s Defence Forces (UPDF) from a guerrilla movement into a modern, professional army.

Speaking at the retirement ceremony of 52 SFC officers on July 28, 2025, at the SFC Headquarters in Entebbe, Maj. Gen. Mugisha expressed deep gratitude to President Museveni, the Commander-in-Chief of the Armed Forces, for institutionalizing a dignified retirement system within the UPDF.

“Our soldiers now leave service with pride and honor, unlike in the past when retirement meant disappearing into obscurity,” he noted.

The event marked the retirement of eight senior officers and 44 other ranks. Mugisha also commended Chief of Defence Forces Gen. Muhoozi Kainerugaba for his strategic leadership, which has contributed significantly to modernizing the army and enhancing soldiers’ welfare.

“He has ensured that every officer retires with dignity, pride, and financial stability,” Mugisha stated.

Recognising Years of Sacrifice

Mugisha paid tribute to the retirees for their selfless service, noting their bravery in protecting national sovereignty and defending the country’s leadership and institutions.

“You served with honor and integrity, often in silence and danger, embodying the true spirit of the UPDF,” he said.

He encouraged the retirees to invest their retirement packages wisely—especially in agriculture and small businesses—and remain disciplined, responsible members of their communities.

“Retirement is not the end; it’s a new mission in your homes and communities,” he advised.

A Professional Exit

Col. John Mango Baraza, SFC Director for Human Resource Management, presented certificates of service to the retirees. He stressed that retirement is a crucial part of professionalizing the force, as it supports career progression and opens opportunities for integration with civilian life.

“Retirement enables balance in the force, promotes continuity in training, and allows veterans to invest wisely while they’re still able,” Col. Baraza explained.

Voices of Gratitude

Lt. Col. Fred Mwesigwa, former Director of Communication and ICT at SFC, who retired earlier on July 14, 2025, also praised President Museveni’s leadership for embracing technology and modern strategies that have elevated UPDF’s capacity.

He urged fellow retirees to actively contribute to Uganda’s socio-economic transformation and be positive representatives of the UPDF.

Capt. Emmy Rubonga, speaking on behalf of the retiring junior officers, also extended appreciation to President Museveni and the CDF for guiding the UPDF into becoming one of the continent’s most respected forces.

“You’ve given us strength, structure, and professionalism,” Rubonga said, also praising the SFC Commander for his commitment to service and national development.

The ceremony was graced by senior officers, including Brig. Gen. Paul Namawa, Chief of Staff SFC; Col. Wilson Bagonza, Commander of 3 Special Forces Group; brigade commanders; and several SFC directors.
