Counting individuals holds biblical significance, a sentiment underscored by Church of Uganda Archbishop Dr. Stephen Kaziimba Mugalu. Dr. Kaziimba emphasized the historical precedent of population counting, citing instances from the book of Exodus and the era of King Caesar in Egypt, both mandated by divine instruction.

These assertions were made during a census sensitization prayer breakfast on Thursday, April 18, 2024. The event, convened by the Uganda Bureau of Statistics (UBOS) for various religious denominations under the Inter-Religious Council of Uganda, aimed to encourage participation in the upcoming national population and housing census scheduled for the following month.

In a related development, Dr. Chris Mukiza, Executive Officer of UBOS, cautioned religious leaders against dissuading their followers from partaking in the census, citing instances of such resistance in the Mayuge district.

In anticipation of the census activities, the Police have announced plans to conduct security assessments to ensure the safety of officials tasked with door-to-door data collection. Police spokesperson Fred Enanga confirmed that a dedicated security team has been briefed and will be deployed nationwide to safeguard census personnel.

This reassurance from the Police comes amidst reports of hostile incidents, including the release of dogs on UBOS officials by government officials and soldiers in Kampala city and Wakiso district. The government has denounced such actions as attempts to undermine the objectives of the 2024 national population census.
