President Museveni Begins Wealth Creation Tour of Kampala

KAMPALA, July 14, 2025 – President Yoweri Kaguta Museveni is set to kick off a five-day wealth creation tour of Kampala City today, focusing on the implementation and impact of the Parish Development Model (PDM).

The President will begin his tour in Rubaga Division by commissioning the Busega Central Market, marking the first major engagement under the PDM programme within the capital.

This Kampala tour follows the conclusion of his week-long visit to Wakiso District, which ended on Sunday, July 13, with a massive public rally at Namboole Stadium. The rally focused on urging Ugandans to shift from subsistence farming to income-generating activities—particularly through commercial agriculture.

In his address at Namboole, President Museveni emphasized the importance of utilizing the country’s prevailing peace to drive household wealth creation through government initiatives like the PDM.

“Previously, we focused on establishing peace. Today, Uganda is largely stable, with only a few isolated incidents of crime, which the police are equipped to handle,” he said.

The President reiterated that while infrastructure development—such as roads, electricity, schools, and health centers—is important, it must go hand-in-hand with efforts to grow household income.

“Many leaders talk about development, but since the 1960s we’ve been clear: If you have roads but no income, how will that help you? That’s why we added a third word—wealth in the homesteads,” Museveni said.

He emphasized that achieving household wealth requires deliberate effort and planning. He also pointed out the contradiction of modern infrastructure existing alongside poverty in urban ghettos, where roads and hotels are present, but sustainable jobs and income opportunities are lacking.

Tour to End with Kololo Rally

Sources indicate that President Museveni will conclude his Kampala tour with a grand public rally at Kololo Independence Grounds on Sunday, July 20, 2025, mirroring the format of the Wakiso tour’s finale at Namboole.

About the Parish Development Model (PDM)

Launched in February 2022 by President Museveni, the Parish Development Model is designed to transition 33% of Ugandan households from subsistence-based livelihoods to active participation in the money economy. It focuses on enhancing income generation, food security, and wealth creation at the grassroots—parish level.

The programme involves a collaborative approach with various implementing agencies. While the Ministry of Local Government leads coordination at the national level, actual implementation is carried out by district and parish authorities.

Key sectoral stakeholders include the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) and the Uganda National Bureau of Standards (UNBS), which support quality assurance in product processing and promote certification for micro, small, and medium enterprises (MSMEs).

Other critical institutions—such as the Ministry of ICT and National Guidance and the Uganda Bureau of Statistics (UBOS)—contribute through community mobilisation, public sensitisation, and data collection to guide policy and track progress.
