President Museveni Concludes Wakiso Tour with Call for Wealth Creation Through Commercial Agriculture and Vigilance on PDM
On Sunday, July 13, President Yoweri Kaguta Museveni concluded his zonal wealth creation tour of Wakiso District with a massive rally at Namboole Stadium. He urged Ugandans to embrace commercial agriculture and closely monitor the implementation of government poverty alleviation programs, particularly the Parish Development Model (PDM).

Addressing thousands of enthusiastic residents, President Museveni emphasized that Uganda is currently enjoying widespread peace, with only minor isolated incidents of crime. He encouraged citizens to leverage this peace as a foundation for generating household wealth.
“Previously, our focus was on achieving peace. Now that Uganda is largely stable—with just a few criminal incidents the police can handle—we must turn our attention to wealth creation at the household level,” Museveni said.
The President stressed that while infrastructure development is crucial, it must be coupled with deliberate efforts to raise household incomes if communities are to be lifted out of poverty.
“Many people talk about development. But since the 1960s, we’ve been clear—roads alone are not enough. If you have roads but no income, how do they help you? That’s why we added a third component: wealth at the household level,” he noted.
To highlight this, the President showcased video testimonials from ordinary Ugandans who have transformed their lives through government support and his guidance on wealth creation.
One example was Joseph Ijara from Serere District, who earns up to UGX 800 million annually from poultry and dairy farming on just 2.5 acres of land. Another was Rashida Namubiru from Butambala, who used UGX 1 million from PDM funds to start a successful goat-rearing enterprise.
“These are the benefits of commercial agriculture. Every household must identify a viable economic activity—be it farming, industry, services, or artisan work,” Museveni advised.
He also pointed to the achievements of youth engaged in manufacturing under the Presidential Industrial Hubs, producing items such as furniture, shoes, and metal doors.

From Kanungu District, Kenneth Ayesiga was highlighted for starting the Parish Model Restaurant with PDM support. His venture has since expanded into piggery, which is now thriving.
“These programs—PDM, Emyooga, Youth Livelihood Programme, and the Women Entrepreneurship Fund—are designed to help you create wealth,” Museveni said, warning that anyone found mismanaging public funds meant for poverty reduction will face legal consequences.
He also drew a direct link between wealth creation and job creation, citing Transport State Minister Fred Byamukama, who employs 26 workers on his four-acre farm that includes bananas, coffee, pineapples, poultry, dairy, and piggery.
“All these jobs exist because of Byamukama’s wealth. That’s the goal we want every Ugandan to achieve,” the President said.
He urged young people to understand the connection between peace, infrastructure, wealth, and employment.
“Pay attention to the money being sent to you under PDM,” he emphasized.
Responding to concerns over mismanagement of PDM funds, Museveni attributed it to poor political choices.
“Many of you complain that the money is being stolen. But you are the ones who elected opposition MPs who don’t follow up on these issues. That’s like political suicide. Elect NRM leaders who can help ensure that the funds reach you,” he said.
Museveni clarified that not all households have received PDM support yet because the program is being rolled out in phases. Each parish receives UGX 100 million annually to support 100 households, aiming to reach 500 households over five years.

“All SACCO members need to understand this. We plan to increase the budget, especially for towns with larger populations,” he added.
The President also addressed local concerns, including the Bukasa land dispute and the lack of sufficient infrastructure in schools and health facilities. He assured the public that these issues would be resolved and called for unity in the fight against poverty.
“You have seen that when we work together, a lot can be accomplished,” Museveni said.
The event was attended by several senior government and NRM officials. Kampala Minister Hajjat Minsa Kabanda praised PDM for its role in reducing poverty and pledged full support for Museveni in the 2026 elections.
Kira Municipality NRM Chairperson Mamerito Mugerwa thanked the President for intervening in the Kasokoso land dispute and reaffirmed local political support.
Other dignitaries present included Government Chief Whip Hamson Denis Obua, NRM Director for Mobilisation Rosemary Nansubuga Sseninde, and PDM National Coordinator Dennis Galabuzi.
President Museveni’s tour now enters its final phase with a visit to Kampala Capital City Authority (KCCA) starting Monday, July 14, where focus will shift to extending PDM benefits to urban households and intensifying implementation efforts.
