President Museveni Launches Parish Development Model Evaluation Tour in Wakiso
Wakiso, Uganda | July 7, 2025 — President Yoweri Kaguta Museveni has commenced an evaluation tour of the Parish Development Model (PDM) in Wakiso District, with a firm call to local leaders to promote transparency and ensure the programme directly benefits its intended recipients.

The tour began on Monday, July 7, in Maganjo, Kagoma A Village, where the President visited the Kagoma United Fabricators SACCO and Skilling Centre. The facility, established in 2018 with his support, was designed to empower youth with vocational skills in plumbing, motor mechanics, and electrical installation.
Led by Edward Tebandeke, the centre has grown into a pivotal hub for technical training, offering a lifeline to previously unemployed youth in the region.
“I’m pleased to see the progress you’ve made. It’s clear you’ve mastered how to use the machines effectively,” President Museveni remarked during the visit. He was accompanied by State House Comptroller, Jane Barekye.
Wakiso District, which includes both urban centres such as Entebbe, Nansana, Kira, and Makindye-Ssabagabo, as well as extensive rural areas, is Uganda’s most populous district, home to over 3.4 million people according to the 2024 national census.
So far, UGX 30.7 billion has been disbursed under the PDM to 31,952 households across the district’s 147 parishes and 363 villages. The President emphasized that this substantial investment must translate into tangible improvements in household incomes.

“We want to see the real impact of this money on people’s lives,” Museveni stated, urging both political and technical leaders to prioritize accountability.
Given its demographic scale and geographic diversity, Wakiso has become a strategic testing ground for the implementation of the PDM—a national initiative aimed at shifting communities from subsistence living to market-oriented production and ultimately eradicating household poverty.
President Museveni reaffirmed his government’s commitment to supporting grassroots economic empowerment and encouraged continuous monitoring to ensure sustained results.
