Major General James Birungi has officially handed over command of the Uganda People’s Defence Forces (UPDF) Mountain Division and Operation Shujaa to Brigadier General Paul Muwonge. The handover ceremony took place on Monday, June 30, 2025, at the Division Headquarters in Muhooti, Fort Portal, and was presided over by the Commander of Land Forces, Lieutenant General Kayanja Muhanga.

In a statement issued by the UPDF, Lt. Gen. Muhanga praised Maj. Gen. Birungi for his outstanding service, highlighting his hands-on leadership and direct involvement in operations that led to notable accomplishments during his tenure.

He also introduced Brig. Gen. Muwonge as a competent and hardworking officer ready to advance the mission of the Mountain Division. “He is a diligent officer who will steer this Division forward. I call upon all brigade commanders, staff officers, and unit leaders to give him their full support,” Muhanga said.

Maj. Gen. Birungi expressed gratitude to President Yoweri Museveni, the Commander-in-Chief, and the Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, for entrusting him with the leadership of the Division. He also thanked the troops for their professionalism and cooperation. Birungi now takes up a new role as Uganda’s Defence Advisor in Burundi.

Brig. Gen. Muwonge, in his remarks, pledged to lead with loyalty, integrity, and commitment. He reaffirmed the Division’s motto, “We Scale the Heights,” and emphasized the unit’s dedication to regional peace and combating terrorism. He also thanked the Commander Land Forces for continued guidance and support.

During the ceremony, Brig. Gen. Muwonge presented a souvenir to Maj. Gen. Birungi in recognition of his service. He reassured troops that his leadership would prioritize welfare and operational effectiveness. “To all officers and men under my command, I am your team leader. I will ensure you are fully supported to execute your roles. Every task matters,” he stated.

The event was attended by brigade commanders, Division Administrative Officers, commanding officers, and other key staff from the Mountain Division.

Maj. Gen. Birungi’s replacement was officially announced in a press release from the office of the Chief of Defence Forces last week.
