Electoral Commission Chairperson Urges Crackdown on Politicians Behind Election Violence

Justice Simon Byabakama, Chairperson of the Electoral Commission, has called on the Office of the DPP and the Police to take firm action against politicians who sponsor election violence, emphasizing that such acts threaten peace and stability in Uganda.

The Chairperson of the Electoral Commission, Justice Simon Byabakama, has called upon the Office of the Director of Public Prosecutions (DPP) and the Police to take stringent measures against politicians who sponsor election-related violence.

“Violence has become a severe issue during our elections, with people being threatened, properties destroyed, and others looted. We cannot allow such actions to continue. Election-related violence constitutes an offense under the law, and we urge investigators and prosecutors to address these offenses decisively, to purify our political environment,” Justice Byabakama stated.

He made these remarks on Thursday 5th September, 2024 during the ongoing annual coordination meeting between the Office of the DPP and the Criminal Investigations Directorate (CID) at Kibuli, which is being held under the theme, “The Contribution of the ODPP/CID to the Socio-Economic Transformation of Uganda.” President Museveni is expected to attend as the chief guest.

According to the Chairperson of the Electoral Commission, it is time for the government to address election violence decisively.

“We must maintain peace and stability in our country, which cannot be achieved while election violence persists. We should not allow elections to disrupt the lives of Ugandans who enjoy peace and conduct their businesses. More than 90% of Ugandans do not survive on politicking or electioneering; they thrive on activities in markets, shops, gardens, bus parks, and other sectors. Why should we destabilize the environment where these people prosper?”

He added, “The Police and the Office of the DPP must take a firm stance and deal with election violence effectively and decisively.”

In the past, politicians, particularly from the opposition, have accused security forces, including the police and the army, of orchestrating violence against them and their supporters through violent arrests, beatings, and, in some cases, killings. Conversely, security forces have frequently accused politicians of disregarding guidelines, leading to disorder.

On Thursday, the Chairperson of the Electoral Commission reiterated the need for the Police and DPP to take action against politicians who orchestrate and sponsor election violence.

“The issue is not the lack of adequate laws. We have sufficient laws, but the challenge lies in their enforcement. Some individuals mislead our youth, turning them into foot soldiers to commit violent acts, confront security forces, and create chaos. We must target these architects of violence.”

He further stated, “Although these individuals may not be on the front lines of violent episodes, they are often involved behind the scenes. We urge prosecutors and the police to take action against those inciting our youth to engage in such criminal acts.”
